DECLARATION OF DIVIDEND No 45 - Confirmation of # Sterling Exchange Rate
and Dividend Rate in respect of the COPI Dividend.

On 9 October 2003, COPI announced the declaration of a dividend of Canadian
$1.00 per share for the year ended 30 June 2003. The dividend will be paid at
the rate of 44.8994 pence per share, based on an exchange rate of 0.448994 #
Sterling per Canadian dollar to UK shareholders of COPI recorded in the register
on 14 November 2003.

The dividend payment date will be 5 December 2003. The dividend will be paid in
the customary currencies, determined by the registered address of the
shareholder, in accordance with the by-laws of the Corporation.
