                                   TENDER WIN

Further to its announcement on 13 July 2007, Carter & Carter is pleased to
announce that it has been awarded preferred bidder status in tenders for the
following districts included in Phase Two of the Department for Work and
Pensions ("DWP") Provider Led Pathways to Work programme:

* North East Yorkshire and The Humber; and
* Cheshire and Warrington.

Post tender negotiations will be conducted between Carter & Carter and DWP to
agree precise details of the relevant contracts, which are expected to be
formalized by December 2007 for delivery by Carter & Carter from April 2008. The
DWP has appointed two preferred bidders in each of the above districts, with the
districts having aggregate contract values of circa #30m over three years, of
which Carter & Carter expects to contract for circa #15m.
