Engines that run on diesel fuel may become more popular in the United States now that new emission control technologies are allowing for a wide range of diesel engines to meet federal and state air quality standards, the report says. Replacing a 2007 model spark-ignition engine with a base-level CI diesel engine – including a six-speed dual clutch transmission and other efficiencies – could reduce fuel consumption by about 33 percent, and with an RPE of about $4,800 for a six-cylinder engine. Advanced CI diesel engines, expected to reach the market in the next five years, could reduce fuel consumption an additional 7 percent to 13 percent, with estimated vehicle RPE cost of about $4,600 for small passenger cars to $5,900 for intermediate or larger vehicles.

ThermaCat™ school bus systems are currently being offered through ESWC’s distribution network across the United States and Canada. CHP inspected the ThermaCat(TM) installation on the First Student school bus located in the Los Angeles Area. Westrux is ESWC's distributor and certified ThermaCat(TM) installation facility as well as Los Angles California's largest Navistar, International Truck and Engine dealer with six strategic locations. First Student, one of Westrux fleet customers, is the largest school bus operator in the United States and Canada with a fleet of more than 60,000 buses in service.
With the success of this CHP inspected and approved installation, the ThermaCat(TM) has become the first fully compliant Federal Motor Vehicle Safety Standards 301 (FMVSS 301) retrofit Level III Plus diesel emissions reduction device utilizing a diesel fuel based real-time active regeneration technology to legally be installed on a school bus operating in the State of California. The complete ThermaCat(TM) retrofit kit is engineered and manufactured for installation on each model and year of school bus without alterations to the frame/chassis or compromising its safety.
In January of 2009 ESWC became the first Company to successfully meet the applicable FMVSS 301 (crash test) for school buses at a recognized third party testing facility in Wisconsin. At the conclusion of the test, although the bus was deemed a total loss, the ThermaCat(TM) passed the crash protocol with a zero failure rate. In a separate test procedure at the same facility, the ThermaCat(TM) Active Level III Plus catalyst system and school bus installation kit were tested on a 1000 hour 100,000 mile vibration and shock durability simulation machine. Again, the system passed the test protocol with zero failure to the system or installation components.
ESWC is currently awaiting full verification from the California Air Resources Board (CARB) for its ThermaCat(TM) Active Level III Plus catalyst system for a multitude of on-road diesel engine applications including school buses. While waiting for the CARB verification and to facilitate the return of the school bus back to First Student for service carrying children, ESWC applied and received a CARB Experimental Permit for operation on California roads for this vehicle.
The ThermaCat(TM) system monitors engine exhaust temperature and pressure, determines when the required conditions are met and creates a diesel fuel based exothermic temperature increase into the Diesel Particulate Filter (DPF). This repeated, controlled process of regenerating the collected Particulate Matter (PM) stored in the DPF in real-time engine operation lowers the systems backpressure. (ESWC) has met the requirements established by the Mine Safety and Health Administration (MSHA) for usage of the Company's proprietary M-Cat(TM) mining catalyst in underground coal mining applications.
ESWC has been working with its customer Bucyrus America, Inc. for the past two years in a comprehensive development and testing program designed to incorporate the M-Cat(TM) into their Model 1013 Diesel Power Package installed on the Deutz Model BF4M1013FC Diesel Engine. The Power Pack integrates the M-Cat(TM) High Performance Diesel Oxidation Catalyst (HP-DOC) with a high temperature disposable particulate matter filter in a fully water jacketed system. In order to meet the MSHA certification requirements, the complete Power Package exhaust system could not have a surface temperature exceeding 302 degrees Fahrenheit. This critical requirement was established by MSHA in order to protect the equipment operators and mining personnel from the potential of coal dust related fires.
As with ESWC's Terra Cat(TM) HP-DOC Disposable High Temperature Filter combination system, the M-Cat(TM) reduces Hydro Carbons (HC), Carbon Monoxide (CO) and Particulate Matter (PM) while significantly extending the serviceable life of the filter between required changes. This reduces the equipment service downtime substantially, while lowering the equipments operating costs.
In September of 2008, after months of rigorous testing at MSHA's facility in Triadelphia, West Virginia, approval No. 07-FA080001-0 was issued to Bucyrus America, Inc. for the complete Power Package System incorporating the new 'Permissible M-Cat(TM)'. Since this approval, ESWC has received multiple sales orders from Bucyrus for the Permissible M-Cat(TM) and has started shipping units for their Power Package Systems. Here is the approval for the enige itself upon which the power pac assembly was applied.

issued to Bucyrus America, Inc., 4041 Wurno Road, Pulaski, VA 24301, May 15, 2008.
Now, the interesting question is did BUCY get MSHA approval for the engine itself to meet different requirements and then get approval for the power package that was always going to go on it? OR, did the engine get approved with the power package on it originally and then they decided to get the power package approved separately because they wanted to use it on other products as well??
I do not know enough about MSHA requirements yet to know if there is any significance to these separate approvals, as they may pertain to ESWW.

By the way, from what I can deduce thus far, the Permissible Cat is likely a combination of the MSHA-approved Terra Cat (ESWW's M Cat DOC and FST's fiberglass filter) and the reduced surface temperature design technology that we saw in the military (IR Shield) work.
Also, here is the CFR relevant to surface temperature control, which I found interesting. Note that ESW indicated in October their target temperature limit was 300 degrees F, while the CFR beloe notes 400 degree limit. It is nice to see we can undercut the allowed temperature by so much.
§ 36.48 Tests of surface temperature of engine and components of the cooling system.
(a) The surface temperatures of the engine, exhaust cooling system, and other components subject to heating by engine operation shall be determined with the engine operated as prescribed by MSHA. All parts of the engine, cooling system, and other components shall have reached their respective equilibrium temperatures. The exhaust cooling system shall be operated, but air shall not be circulated over the engine or components. Bucyrus and ESWW's Permissible Cat
For those actually interested in the company, I have started to try and track down more info on the Bucyrus and Permissible connection.
Note that Permissible text from the 10-K:
ESW's Permissible Cat(TM) is a current product that helps the mining community meet the new emission targets regulated by MSHA and is currently being used by Bucyrus Inc as part of an engine pack to meet the new MSHA underground coal mining requirements. It is also designed to reduce hydrocarbons, carbon monoxide and unpleasant odors.
It is also very important to note that also in the 10-K is the note that at least one customer has already had its engine certified with a Permissible Cat. This customer must be Bucyrus.
I cannot be positive at this point this is the engine in question, but here is one ceritification given to Bucyrus in December of 2008:
"The following product was approved or certified as having met Part 36, Title 30 CFR.
1. Model 488D Diesel-Powered UNATRAC. Approval No. 36-CA080009-0, issued to Bucyrus America, Inc., 4041 Wurno Road, Pulaski, VA 24301, December 17, 2008."

(ESWC) received notification from the California Air Resources Board (CARB) that the Company's ThermaCat(TM) Active Level III Plus catalyst system has been verified effective April 28, 2009 for a wide variety of 1996 to 2009 diesel powered off-road mobile applications.
With this new CARB Executive Order DE-09-010, the ThermaCat(TM) becomes the first verified mobile off-road Level III Plus diesel particulate filter system to combine a passive Diesel Particulate Filter (DPF) with ESWC's proprietary active real-time diesel fuel based exothermic regeneration components. The ThermaCat(TM) system is also the first verified Level III Plus device for use on both tracked (example: Dozer, Excavator) and rubber tire (example: Loader, Grader) equipment powered by a wide variety of medium/heavy-duty diesel off-road engines. The ThermaCat(TM), as verified, proved capable of reducing diesel Particulate Matter (PM), Carbon Monoxide (CO) and Hydro Carbon (HC) in excess of 85% while meeting the nationwide stringent nitrogen dioxide (NO2) limitations. This new NO2 limit, which came into effect on January 1, 2009, requires that all verified diesel emission retrofit technologies sold and installed in North America must not increase NO2 emissions by more than 20%.
Through thousands of hours of infield applications and qualified emissions lab testing, the ThermaCat(TM) system demonstrated its ability to monitor engine exhaust temperature and pressure, determine when the required conditions are met and create a diesel fuel based exothermic temperature increase into the DPF. This repeated, controlled process of regenerating the collected Particulate Matter (PM) stored in the DPF in real-time engine/equipment operation lowers the systems backpressure. By doing so, the ThermaCat(TM) maintains optimized emissions reductions in cold or inconsistent duty cycle applications without the need for operator interface, expensive equipment downtime or daily maintenance intervals. This unique approach gives the ThermaCat(TM) Active Level III Plus catalyst system a very large potential cross section and demographic of applications.
On July 6, 2007 CARB adopted a pioneering regulation aimed at reducing toxic and cancer-causing diesel emissions from the state's estimated 180,000 "off-road" vehicles used in construction, mining, airport ground support and other industries. This new regulation as reported outlines a potential $3.5 billion retrofit market over its lifetime. (2.)
On February 17, 2009 the American Recovery and Reinvestment Act (ARRA) was signed by President Obama. This $789 billion stimulus legislation program allows for $300 million in grants to be administered by the Environmental Protection Agency (EPA) under the Diesel Emissions Reduction Act (DERA) program. This funding is available to heavy duty diesel on road vehicles and off road equipment owners to retrofit their engines to reduce diesel emissions. (3.)

(ESWA) has been awarded a $731,000.00 grant for Environmental Protection Agency (EPA) verification of the Company’s proprietary XTRM Cat™ Marine/Locomotive catalyst technology from the Texas Environmental Research Consortium (TERC) and the Houston Advanced Research Center (HARC).
This new grant is intended to support ESWA in the final testing of the XTRM Cat™ technology in real-world applications along with providing a platform for EPA verification. In March of 2009 the EPA finalized more stringent emissions standards for locomotives and marine compression-ignition engines opening the door for this exciting newly regulated market. (1.)

(ESW) (OTCBB: ESWW - News) (Frankfurt Stock Exchange FWB: EOW) announced today that the Company’s wholly owned subsidiary ESW Canada Inc. received a Purchase Order from the Korean based off-road construction Original Equipment Manufacturer (OEM), Doosan Infracore America Corporation (DIA), North American headquarters located in Georgia.
In July of 2008 ESWC successfully completed a comprehensive catalyzed /muffler design and engineering program for DIA on their DL200 Wheel Loader. The program involved the replacement of the DIA factory muffler with an ESWC catalyzed modular muffler. The new product, based on ESWC’s California Air Resources Board verified (2)Level II Particulate Reactor™, was successfully tested by DIA in Korea for diesel engine emission reductions as well as vehicle integration. Subsequent to the successful testing, ESWC manufactured and delivered the required units to DIA in September of 2008.

(ESWC) has received the status of ‘Emerging Technology’ for its XtrmCat™ Diesel Oxidation Catalyst (DOC) from the Environmental Protection Agency (EPA).
In August of 2008, ESW applied to EPA to have the XtrmCat™ DOC listed as an ‘Emerging Technology’ based on the fact that DOC’s have not yet achieved stand alone EPA verification status on EMD 2 stroke marine/locomotive engines. ESW worked closely with EPA to establish the test plan for this new technology, such as providing recently generated R&D data from the Southwest Research Institute (SwRI) to support the claim of reducing 25% or greater Particulate Matter (PM). This achievement was demonstrated with the XtrmCat™ DOC installed as a post turbo catalyst/muffler application on the EMD test engine and required no other engine modifications.
