I personally think they will be separate actions. The merger news will be about a private company merging with a shell company on the OTC. The potential RS would coincide with an uplisting announcement once the SEC gives approval for all of it.

There's a ton more institutions that won't be buying into private placements and will be buying on the open market. Delfin will be financed by the big boys, the smaller ones will fight it out with the rest of us.
