Biden deprioritizes the Middle East
The president has a tortured history in the region. Early signs suggests he wants to focus elsewhere.

President Joe Biden is tired of dealing with the Middle East — and, barely a month into his tenure, the region has noticed.

The signals are not meant to be subtle, his advisers say. The president has made only one call to a head of state in the Middle East — Israeli Prime Minister Benjamin Netanyahu on Wednesday — which itself was delayed by more than three weeks and followed calls to other allies and even adversaries like Russia and China. He announced an end to U.S. support for Saudi-led operations in Yemen in his first two weeks in office, a move preceded by a freeze on some arms sales to the region. And his administration has deliberately taken a back seat in responding to a recent deadly rocket attack in northern Iraq that targeted the U.S.-led coalition.


“If you are going to list the regions Biden sees as a priority, the Middle East is not in the top three,” said a former senior national security official and close Biden adviser. “It’s Asia-Pacific, then Europe, and then the Western Hemisphere. And that reflects a bipartisan consensus that the issues demanding our attention have changed as great power competition [with China and Russia] is resurgent.”


Another informal Biden adviser put it more bluntly: “They are just being extremely purposeful to not get dragged into the Middle East.”

The shift in energy and resources away from the region reflects what advisers have described as a deliberate effort to prioritize what they view as more pressing global matters. It’s an approach Biden’s immediate predecessors tried themselves, often unsuccessfully. And at its heart is a sense of exasperation that U.S. foreign policy frequently becomes overwhelmed by quagmires in the Gulf.

That’s particularly true for Biden. The president has a long and tortured history in the Middle East. He voted against the first Iraq War in 1991, which the U.S. quickly won. As chair of the powerful Senate Foreign Relations Committee, he pushed for the congressional resolution authorizing President George W. Bush to invade Iraq in 2003 — a vote he has said he regrets.

In 2007, while running for president, Biden proposed a plan that would partition Iraq into three semiautonomous regions held by the Shias, Sunnis and Kurds. It was widely panned by Middle East experts and foreign policy analysts who said it could lead to more bloodshed.



After years shuttling back and forth between Washington and the Middle East — handling the Iraq portfolio for President Barack Obama, waging a lonely battle to prevent a planned U.S. troop surge to Afghanistan, dealing with the Syrian civil war, and reckoning with the rise of ISIS — Biden lashed out at allies in 2014, blaming them for the terrorist group’s ascent and laying bare his general frustrations with the region.

"The Turks … the Saudis, the Emirates, etc., what were they doing?” he told Harvard students during a talk that fall. “They were so determined to take down [Syrian President Bashar] Assad and essentially have a proxy Sunni-Shia war, what did they do? They poured hundreds of millions of dollars and tens, thousands of tons of weapons into anyone who would fight against Assad.”

Allies were incensed, and Biden swiftly apologized.

Now president, Biden will have to tackle some of those thorny issues that vexed him a decade ago.

He has given few indications so far about whether he will complete the U.S. withdrawal from Afghanistan, which is planned for May under a peace deal the Trump administration made with the Taliban.

Though Biden memorably opposed any increase in U.S. troop levels in the country while serving as vice president, his newly minted defense secretary, Lloyd Austin, gave the slightest hint that the U.S. drawdown may not continue as planned in remarks during a meeting this week of the NATO defense ministers. The Pentagon, Austin said, would not “undertake a hasty or disorderly withdrawal,” according to a readout provided by the Pentagon. The U.S. currently has just 2,500 troops there, but Pentagon officials have indicated violence remains too high to justify going to zero.



Austin has seemed keen on not getting bogged down in the Middle East either. He recently kicked off a review of U.S. troop deployments worldwide that is expected to reassess the U.S. military presence in the Gulf but is unlikely to reduce the U.S. troop presence in the Asia-Pacific region, a senior administration official said last week.

Austin also indicated the Middle East was not one of his top priorities when he installed three special advisers on key issues: China, Covid and climate. His deputy, Kathleen Hicks, and his chief of staff, Kelly Magsamen, are both noted China experts.

The Pentagon is not the only place where personnel is offering hints about a new set of priorities. Over at the National Security Council, national security adviser Jake Sullivan has downsized the team devoted to the Middle East and bulked up the unit that coordinates U.S. policy toward the Indo-Pacific region. And the potential appointment of a Bernie Sanders adviser, Matt Duss, to a high-level position at the State Department has also raised suspicions that the administration is not overly concerned with traditional domestic politics around Middle East policy.

One close Biden adviser said he opposed the appointment, arguing that Duss and other progressives were too willing to forgo assertive U.S. leadership and placate U.S. adversaries like Iran, Syria, and Russia in the name of deescalation. But Rep. Tom Malinowski (D-N.J.), who served as assistant secretary of State for democracy, human rights and labor in the Obama administration, said those concerns are overblown.

Biden “wants folks in this administration who represent different strains of thought within the broad democratic party coalition,” he said. “It doesn’t change the commitments he has made or the convictions that define him, it just means there will be healthy debate.”

In his brief time as president, Biden already is signaling his willingness to stick with some of the diplomatic breakthroughs that his predecessor brokered between Israel, the UAE, and Bahrain. But the big test he faces — one which could very well determine whether his efforts to put the Middle East on the back-burner are successful — is how or whether to undo former President Donald Trump’s decision to pull out of the Iran deal.



Reentry into the Joint Comprehensive Plan of Action has been described by Sullivan as a “critical early priority” —one that the administration is set to negotiate as soon as next month with the U.K., France, China, Russia and Germany, known as the P5+1. Some of the president’s allies worry that Biden and his team might be too quick to reenter the deal, perceive that as a victory, and then turn a blind eye to issues like Iran’s abysmal human rights record, ballistic missile program, and its attacks on U.S. and coalition forces in the region.

Sullivan has insisted that won’t happen, noting at an event last month that the administration’s aim is to “get back to diplomacy” with Iran and put its nuclear program “in a box,” so that other “significant threats” posed by Iran can be addressed by the U.S. and its allies.

The issue already was urgent. Iran has claimed Feb. 21 as a deadline for oil and gas sanctions to be lifted off the country or UN inspectors would be forced out. But it took on renewed urgency last Monday, when three rockets struck an Iraqi air base in Erbil where U.S. forces are based, killing a non-U.S. contractor and injuring five Americans. The Shia militia group that claimed credit for the attack is widely known to have close ties to Tehran.

But in another signal that the administration wants to extricate itself from the thorny region, U.S. officials say the intelligence does not yet point to a clear culprit and indicate they will let the Iraqis lead the investigation and any military response.

“While certainly there is a sense of urgency, there is also a real strong interest in being sure that we are deliberative in the process here, the decision-making process, and that we are in lockstep with our Iraqi partners,” Pentagon spokesperson John Kirby said Thursday. “We want to give them the time and space that they need to investigate.”

Since the 1967 Six-Day War, the western two-thirds of the Golan Heights has been occupied and administered by Israel,whereas the eastern third remains under control of the Syrian Arab Republic. Construction of Israeli settlements began in the remainder of the territory held by Israel, which was under military administration until Israel passed the Golan Heights Law extending Israeli civil law and administration throughout the territory in 1981. This move was condemned by the United Nations Security Council in Resolution 497,which stated that "the Israeli decision to impose its laws, jurisdiction, and administration in the occupied Syrian Golan Heights is null and void and without international legal effect", and Resolution 242, which emphasises "inadmissibility of the acquisition of territory by war". Israel maintains it has a right to retain the Golan, also citing the text of UN Resolution 242, which calls for "safe and recognised boundaries free from threats or acts of force".

After the onset of the Syrian Civil War, control of the Syrian-administered part of the Golan Heights was split between the government and opposition forces, with the UNDOF maintaining a 266 km2 (103 sq mi) buffer zone in between, to implement the ceasefire of the Purple Line. From 2012 to 2018, the eastern Golan Heights became a scene of repeated battles between the Syrian Arab Army, rebel factions of the Syrian opposition including the moderate Southern Front, jihadist al-Nusra Front, and ISIL-affiliated factions. In July 2018, the Syrian government regained control of the eastern Golan Heights.

The Trump administration has released a controversial new US government map of Israel that shows the Golan Heights in Syria as being part of Israel, much to the outrage of many online.
Special envoy to the Middle East, Jason Greenblatt, shared the updated map on Twitter on Tuesday. Israel occupied the Syrian region in the 1967 Six Day War and later annexed it in 1981 in a move that was not recognized by the international community or the UN Security Council.
The controversial move was met with criticism from the international community, which does not recognize Israel’s claim to the region, while Israel President Benjamin Netanyahu and others hailed the decision.

The updated map still refers to the West Bank as being “Israeli occupied with current status subject to the Israeli-Palestinian Interim Agreement; permanent status to be determined through future negotiations,” despite Netanyahu’s recent promise to impose Israeli sovereignty across West Bank settlements.

About 40,000 people live in the Golan, half are Druze and Alawites, and half are Jewish settlers.

Good news for Genie Trump will have his name on Golan Heights, Israel. Israel seized the Golan Heights from Syria during the 1967 Six-Day War and annexed it in 1981. Tel Aviv’s actions are, however, considered illegal by the UN Security Council – an assessment which Washington agreed with until recently.
Meanwhile, the US’ move was blasted by Arab states, with Syria calling the decision “a blatant aggression” and a “slap” to the international community.

Steve o, I have not been here that long and I did not see the ones where they said there was no oil.

Last I saw was them saying they were shutting down with no real explanation.

I think genie found oil and they and isrsel are just waiting for the right geopolitical situation to start pumping.

Looking at the sect board of directors here, one knows they were chosen for the connections to so when time is right, the can use them.

Tab I have been involved with this company for a long long time as well as the other company we both have interest in. Genie flat out lied plain and simple. I have kept all press releases issued since October 15, 2015 along with all of the announcements then and up to now. To give you some kind of idea just how telling all of this information put together is, well lets just say it would be like our other company now saying that they have found no oil! This would be after all of the information that they have provided along the way like high pressure systems installed, showing management holding log results on the screen and various other hints! These guys are either held responsible for what they say or not you can't have it both ways, period.

From what I remember they never said Genie was not on the oil, what I remember was they said they were shutting down the operation on the last well.

They whole thing was weird, quiet and they just faded away.

I said since I started looking into this Trump would recognize the Golan Heights as part of Israel.

Once that happens so will other countries, then the next step will be for Genie to get things going again and start pumping some of that there oil.

I'm not in GNE, but I've read a little about their finds and who is on their board.

When I read about the 350 wide meter oil 'show' (reported in 2015) I started looking at them. Couldn't find out why it hadn't popped, and was wondering about the location in the Golan and what's up with those prominent board members.

As it has come down from the $7 range I have watched and wondered.

I think the Golan is part of the driving force as to what's happening with this stock, although I'm surprised to see them suspend oil and gas drilling operations in the interim. I have wondered if production from a huge oil 'show' would be seen as too politically volatile.

If what's in the video is true, then the pace of change and challenge has just amped up. With Saudi lining up to work with Israel against Iran shows a similar amping.

There's also been recent discussion of the Saudi Crown Prince Salman becoming King shortly as the King will pass the Crown to him. See also -

Maybe you can help me get up to speed on GNE what happened with wells 1 - 9, i read some articles that said they were big finds. If this is true I have my own thonights on why they are not pumping them, but would like.to head from Longs on GNE what they think

(NYSE: GNE, GNEPRA) conducting an oil and gas exploratory program in Northern Israel, today announced that preliminary analysis of results from its completed Ness 10 exploratory well in Northern Israel suggests that the well's target zone does not contain commercially producible quantities of oil or natural gas.

Afek continues to analyze the data from Ness 10 in the context of the results of its prior drilling and other activities, and has suspended oil and gas drilling operations in the interim. The Company will make decisions about future operations when it has a more complete picture of the results and analysis.

With the suspension of drilling operations, Genie Energy Ltd., plans to sharpen its strategic focus on its retail energy supply business. If we could get our Congressman, Senators and President Trump to Officially recognize the Golan Heights as Israeli Territory then IMO this puppy would run.

IMO GNE, Bibi, Rivlin and the lot will not turn on the pumps until it is Officially recognized as Israeli Territory.

Bibi and Rivlin have made several attempts to get U.S. recognition of Gola Heights but were unsuccessful in previous administration, now is our chance.

No not much going here, maybe we get it going again.

I wish I could find a map of where the successful wells are. but I what I understand am trying ascertain for sure is that there are 4 good well in Golan, a 5th is being drilled.

I wish I could find a map of where they just for curiosity sake.

IMO and just My Opinion, is that Israel is waiting for the Golan to be officially recognized as Israeli territory before pumping oil. I will state this many time, this again is my opinion, is that when they are ready they will lay an underground pipeline and pump into it. Maybe at some point connecting all of the wells into said pipeline, I say this because with my limited knowledge of all of this its what I would do.

I think this stock is stuck where it is until the Golan is recognized and then PR's will begin to flow and soon after so will the oil.

I am new here as well, came in to see if there is anything to read.

Personally I believe this will be kept on the back burner for a while, Golan is still not recognized as Israeli territory, even the peace treaty from the 67 war gave the right to claim it as their territory under the defensible borders statement.

Besides it was before it was taken away 2,000 years ago and has changed hands many time throughout history and all of these borders were redrawn by western nation in 1917 after WWI

IMO - this may take some time for this to be recognized as Israeli territory, when it does happen this stock will do well.

IMO - It is a stock that you buy for long term, right now all of my funds are tide up, but after the first of the year I plan to buy some and as I can bleed off some cash from other stocks profits I will buy chunks of share to sit and hold.

When my 2 yr old graduates college she will be rich. : )

Zion Oil (ZN) has the rights to explore for oil in a large portion of the Jezreel Valley. Their stock usually trades around $2 per share. Zion has some great property, but they don't have the cash Genie possesses. They have drilled a couple of dry holes, but still have hope and potential.
