The find could have far-reaching implications for Colombia’s energy landscape, but it will take years to develop the resource, and in the meantime, the country is likely to continue to increase its reliance on imports. 

Despite Colombia’s significant natural resources, it has had a gas deficit for at least eight years. According to official data, in 2022 Colombia had 2.81 trillion cubic feet of confirmed gas reserves, which were anticipated to last 7.2 years. These figures are lower than those collected a year earlier, when reserves were at 3.1 trillion cubic feet and anticipated to last eight years. We see opportunities to channel funding from multilateral banks and international cooperation organizations. We also see opportunities in certain public funds available in the country to support such initiatives, and we believe there's room to enhance tax incentives for hydrogen projects in Colombia.

Green, blue and white hydrogen projects already benefit from tax incentives, but there’s potential to deepen and extend these incentives to hydrogen derivatives. Thus, we envision three main paths: accessing international funding, utilizing public resources, and improving tax incentives.

Despite ongoing challenges, Colombia is on track to have at least 1GW of electrolysis capacity for green hydrogen production by the end of the decade, according to the Andi-Naturgas hydrogen chamber.

In this, the second of a two-part interview, the chamber's executive director, Karen Peralta, tells BNamericas why the future is bright for the nascent sector. The first part of the interview can be seen here.

BNamericas: How are the projects currently in development being financed, and how do you see the financing landscape for the sector in the coming years? Will there be enough support from banks, private equity and the government to ensure that the sector grows as expected?

Peralta: At the moment, the projects developed in Colombia – mainly pilot projects – are funded through companies' own resources and some incentives from the science, technology and innovation system, as these projects are research-oriented. Industrial-scale projects currently lack external financing and rely solely on corporate resources.

As Petro’s government pushes ahead with its energy transition plan, it will need to balance its desire for radical change with its ability to deliver on international pacts and investments, all while mitigating concerns about a potential energy crisis. The upcoming summit on biodiversity, one of Colombia’s strengths, will allow it to demonstrate how it plans to deliver and consolidate itself as an emerging climate leader.

On October 21, Colombia will inaugurate COP16, the world biodiversity summit to be held in Cali. This event is the ideal framework through which the country can explain to the world its clean energy transition plan.

The need for a carefully considered transition is well recognized by the government. In a recent interview with Bloomberg, Minister Muhamad acknowledged that the process will involve “a huge economic transformation.” However, she stressed that the replacement “investment portfolio is focused on developing sectors that [the government] believes could begin to replace oil revenues.”

Colombia is seeking credit from abroad to help fund its transition towards decarbonisation and energy and economic diversification. During an interview at Climate Week in New York, Minister Muhamad said that she will publicly announce Colombia’s energy transition plan at an economic fair on October 2.
