    Re: Change of Administrator


    The Directors of Guangdong Development Fund Limited (the 'Fund') wish to announce that, with effect from 17 July, 2008 Moore Management
Limited ('the New Administrator') has been appointed, in place of Dominion Fund Administrators Limited, as Administrator of the Fund,
pursuant to an Administration Agreement dated 17 July 2008 between the Fund and the New Administrator.


    The New Administrator's address is Ground Floor, Liberation House, Castle Street, St Helier, Jersey JE2 3AT, Channel Islands.


    The New Administrator is a regulated provider of fund and trust company services in Jersey. It has been appointed to oversee the work of
GDF Management (Cayman) Limited, the Fund's Manager (who administers the Fund's day-to-day operations) and the operations of the Fund. It
has also been appointed to provide a Jersey registered office and other related company secretarial and compliance services to the Fund.


    The fee charged by the New Administrator to the Fund will be a one-off upfront fee of �5,000 and a fixed fee of �25,000 per annum plus
any third party expenses incurred in the delivery of the services.


    All other material terms of the Administration Agreement are the same as those of the previous Administration Agreement dated 25th
January 2007.
